The inside diameter of the ring is indicated by the first measurement in millimeters. The second measurement is the wire diameter in millimeters. So 8mm x 1.6mm would indicate that the rings are wound on an 8mm mandrel (that's the high tensile steel rod that the wire id initially coiled around to form the circles that form a spring) and the thickness of the wire is 1.6mm.
We use metric measurements as it's harder to mistake millimeters for anything else - many people use "g" or "gauge" for wire thickness, but there are so many different things a "gauge" can be depending on where you are and who you're taking to, some countries even have multiple different systems of measurement for wire that are all called "gauge", let alone getting into talking about trains, shotguns, or the width or an ancient Roman donkey... with millimeters you can see what you're getting! :-)
